To qualify for the Tax Reform Challenge, applicants must be:
- Undergraduate students in any Nigerian university, polytechnic, or college of education.
- Graduates undergoing NYSC or awaiting mobilisation.
- Participants can enter individually or through associations such as tax clubs, economics groups, or journalism clubs.
